Here&#039;s the deal: DC &lt;em&gt;can&lt;/em&gt; vote for president, whereas Puerto Rico, the U.S. Virgin Islands and Guam can&#039;t.  They are much more autonomous - protectorates, rather than &quot;colonies.&quot;</description>
